Like {{tim|pow}}, allows a number be raised to a power from -20 to 20. Powers of greater than 20 are treated as 20 and those less than -20 as -20. Optionally allows multiplication by a third parameter (applying #expr using the result of pow does not work if the power is in scientific notation). All parameters can be expressions.
